The General Employees Retirement Plan (General Plan) is the largest retirement plan administered by MSRS. The General Plan provides retirement, survivor, and disability coverage for state employees as well as civil service employees of the University of Minnesota, and employees of the Metropolitan Council.

Who is eligible?

You are eligible to receive a disability benefit under the MSRS General Employees Retirement Plan if you are a member of this plan and have the requisite number of service credits.

To qualify for benefits, you must be physically off of the job and you must apply for disability benefits within the first 18 months after leaving public service.

What are the benefits?

If you are a member of the MSRS general employees’ retirement plan and sustain a significant injury or develop a serious medical condition, you may be eligible for total and permanent disability. The threshold is that you must be unable to engage in any substantial or gainful activity as a result of an existing, medically proven physical or mental impairment that is expected to continue for at least one year.

If you were hired before July 1, 2010, you must have three years of service to qualify. If you were hired after June 30, 2010, you must have at least five years of service.
